Preparation of the meat. Submerge the meat in a pot of boiling salted water and let simmer for 5 minutes. Drain the meat using a slotted spoon onto a plate or dish. Set aside.
Preparation of the vegetables: Peel the carrots and the onion. Cut the carrots into slices and cut the onion into quarters or more depending on size. Cut the mushrooms in half and then into slices.
Cooking Put the carrots, onions, mushrooms, and the precooked meat into a pot, then cover with water. Bring to a boil, then reduce the heat. Let it cook for at least 30 minutes. At the end of the cooking time, strain the broth through a sieve into a bowl or pot and place the vegetables and veal onto a serving dish.
Preparation of the sauce In a saucepan over medium heat, melt the butter, then add the flour to prepare the roux. Mix using a whisk and let it cook without coloring for a few minutes to properly cook the starch. Then pour in the warm broth from the veal and vegetables. Whisk well, add the liquid cream, mix, and then check the seasoning.
Pour the white sauce over the meat and vegetables. Gently mix and then serve with rice.
