Cut the beef into large cubes. Peel and slice the onion and garlic. Wash, seed, and cut the bell pepper into cubes.
In a pot, heat the olive oil over high heat. Sauté the meat, onion, garlic, and bell pepper for 3 minutes while stirring. Add the paprika, bay leaves, and stir for 2 minutes. Pour in the beef broth and let cook for 1 hour and 30 minutes covered and at a gentle simmer.
In the meantime, peel the potatoes and cut them in half. Add the potatoes and crushed tomatoes to the pot and cook for another 30 minutes uncovered.
