Pour the oil into a large skillet, then add the corn kernels, coating the kernels with the oil and placing a lid on the skillet. After 2 to 3 minutes, the popcorn will start to pop. Turn off the heat as soon as the popping noise stops.
Preheat the oven to 200°C (fan setting 6/7).
Spread the popcorn on a baking sheet. Sprinkle the popcorn with grated cheese. When the oven is hot, place the baking sheet inside and let the cheese melt for about 5 minutes.
To finish, immediately pour the popcorn into a bowl and mix. Add the chopped chives as well as the chili pepper. Mix again and serve in cones.
