Remove the tops from the new turnips, wash them, and cut them into quarters.
Cook the turnips for 5 minutes in a pot of boiling salted water, then plunge them into a bowl of ice water. Drain and dry them.
Pour the young turnips into a bowl. Add the parmesan dressing and mix. Set aside.
In a bowl, mix the peeled and pressed garlic cloves, olive oil, and breadcrumbs.
Cook for 4-5 minutes in a skillet over medium-high heat.
Remove from heat, season with salt and pepper, and let cool. Arrange the turnips on a serving dish or on the plates.
Sprinkle everything with panko, parmesan shavings, and chopped parsley.
