Blend the salmon with the lemon, season with pepper. Add the chives and mix gently.
Separate the mini pastries in half lengthwise. Spread one side with salmon, then place the other half on top. Cut in half again.
Brown the blinis in butter. Season with pepper.
To finish, place a half mini cake on a blini. Arrange some salmon roe around it.
